As far as genitals go they're made from entirely different skin and tissues than regular skin itself. You'll notice on your own genitals that the coloration and skin tone are different in certain places. It's the same with the darkness you describe.
It's just natural discoloration and pigment for her. Everybody's looks slightly different. I'm not sure what you mean by "loose" labia. If one side is bigger than the other and maybe even droops it's normal.
