Does anyone know where I can download a COMPLETELY FREE picture editor that can let you blur a specific part of yer picture?
Dont say PhotoFilter
Cause I've already used up my free trial period on that
Which sucks majorly):

You can go to Picnik.com and edit your pictures there. It's totally free and you don't have to download it. :)

Photoscape is a good basic photo editing tool that you can use. Great for basic uses.

Paint.NET is very simple to use and it does exactly you need and more. You can work with layers on this, too. Great for beginners.

GIMP is a advanced photo editor that can be compare to the expensive photoshop, but it may takes you a few months to actually learn how to use it effectively. Great for advanced users.

All three of them are totally free.

As for your case, I would recommend you use Paint.NET.
