You should not touch an electric fence used for security. It could kill you.
Electricity takes the shortest path out of your body. If you are not wearing shoes, the electricity will likely go out through the ground. If you are wearing shoes and not touching anything except another person, the electricity may pass to them. It will get weaker for every person and object it passes through.

Electric current would probably stay the same or gain power as it passes through because electricity runs through a person's body to begin with.
