It depends on what you are putting on the shirts. For example, a college or pro sports team you have to be licensed. It depends.

You need a business license, which isn't that expensive. The major expense will be manufacturing your line. To get a copyright or trademark, you'll need a lawyer and a few thousand dollars. $2000-3000.

How much does all this cost? Well, that depends. You don't say if you are actually designing shirts or if you are buying shirts wholesale and just printing on them. Very big difference in expense.

If you are buying ready made shirts and just putting your design on them, you could probably get them printed for 1.00 a shirt, but that is assuming you are having at least 100 shirts printed. You'll be charged more if your design uses more than one color. The more shirts printed, the lower the charge.

Then you have the expense of buying the shirts. Let's say you buy tees. You are looking at around $5-6 a shirt, again, assuming you are buying at least 100. You could probably get shirts cheaper, but price is reflective of quality.

If you manufacture your line...$$$$!!
Manufacturing costs are very high and almost prohibitive. You need to be sure you can actually make a profit on the shirts and that is hard to do in the USA. You may not be able to charge high enough prices to justify manufacturing.
