Those red bumps are inqrown hairs. You cant avoid them. You should wait 5 days to a week to shave again tho tht will help a little with the bumps.

1. Shaving both up and down is fine. Just be more careful when shaving up (I find it easier to cut yourself when your careless)
2. Try using a shaving cream created for sensitive skin.
