If she becomes single, then great, you can go about telling her you have feelings for her.

I'm sorry... I really know that its lame when people say "i know how you feel" and like people don't.. but I mean i've been in a similar situation. So i think you should tell her. Just be real with yourself and her. If she rejects you... Oh well! you were honest. Things might be awkward after but just say you like another girl or something after. Really who knows? She could like you... and only be with her bf to make you jealous :)
