Personally, I would reinstall Windows. You don't know what kind of spyware Circuit City installed to see what their customers were doing to the computer.

To remove the screensaver, right click an empty space on the desktop (anywhere that doesn't have an icon). Choose "personalize". Click "screen saver". Change the screen saver to something else.

If that doesn't work, go to start, run (or press WinKey+R). Type:
msconfig
Go to the "startup" tab. Uncheck everything that you don't need and click ok. Unchecking anything in that tab will never break the computer, so experiment until the screensaver is gone. Don't mess with anything in the other tabs.

Click on 'Start'
Type in 'Internet Options'
Click on the 'Privacy' Tab
Check the box which says 'Turn on Pop-Up Blocker' (or something like that).
Click 'Apply'

To set the security level of blocking the pop-ups, go back to the 'Privacy' Tab, click on the 'Settings' Button and go to the 'Filter Level' and set the level which you want. Personally, I use the Medium level.

Hope this works,
triquetra
