The black dots are called black heads...in other words ACNE, i would suggest you wash your face everyday with appropriate soap and apply something like "CLEAN AND CLEAR" or "PRO ACTIVE".

It can be a bit pricey, but it's really high quality stuff and it works well. If you really don't want to spend that much, go to Bath and Body Works, or just a drug store, they sell some cheaper moisturizers there.
As for blackheads, you can either buy strips that remove blackheads or you can remove them using a facial scrub.

The black dots are blackheads. One way to take em out (which is how i di it) is using strips from Biore or any brand that are meant to take out blackheads. And for dry skin you can try putting vaseline then patting it dry with a cloth or tissue, or put lotion like aloe vera. Good luck =]
