The problem might be he's shy of kissing in public (it is a phobia, believe it or not), or maybe he doesn't want to kiss you in his or your house as he as a fear of a family member walking in on you two. It's kind of awkward to go right into the kiss for most, something must lead up to it. Have a great conversation first, preferrably something light and silly. This will make him feel more relaxed, as well as you, which is important. Find a reason to go in close to him, then give him a soft, slow kiss. Because he's not continuing the kiss, it's your job to lead him in. Kiss him again, and respond with your body; make him feel like you're totally interested in him, and only him, in that moment. Most likely he'll be so flattered that he'll kiss you back, and then hopefully it will turn into making out.
Don't french kiss him right away though; since he hasn't carried on a kiss so far, it might mean he thinks himself inexperienced as well. Just do nice, simple kisses (think of it as a "warm-up") and then you can lead into the more complex styles later. Good things take time.
Good luck!! Let me know how it goes. If he still doesn't respond, then there's another issue that we can maybe figure out. Hope it works out!
