If it is not pinkeye, try a cold compress to ease the swelling.
Since it has been about a month, whatever the problem is, I'd check with a doctor to rule out infection. Even if it is just chapped, chances are the chapping could have caused small cracks in the skin which let bacteria in. That would explain why it hasn't healed yet. So, see a doctor.
