orphans answered Thursday August 21 2008, 9:37 pm: I used to curl them, and I did before putting on mascara. That way the mascara could lift my eyelashes even more. (I have reallyyy naturally long eyelashes, and barely need it so I stopped curling). But for people with short lashes, you should do both. The reason you would do it after applying mascara is because then the mascara dries so that the eyelashes dont lose the height from the curling throughout the day.
Everyones eyes are different, so see what works best for you. Try doing it before mascara one day, then after the second, and then both. See which one looked the best at the end of the day. [ orphans's advice column | Ask orphans A Question ]

I think doing before helps though because it makes them nice and curled. Once you have on mascara its harder to perfect your eyelashes. [ nicoledanielle's advice column | Ask nicoledanielle A Question ]
