If you scroll down and look for the New York section on that site, this is what it says:
"Children under 14 prohibited; minors age 14 to 18 must have signed permission from a parent or guardian to use the facilities; the signature must be obtained by the facility operator in person and is only valid for twelve months."
So, you have to be at least 14 years old.
