You should buy Urban Decay's Eyeshadow Primer Potion. The best.

Putting a base (or primer) on before helps the eyeshadow come out a lot brighter AND it also helps it so it doesn't crease.

If you use a neutral color, it won't change the color of the eyeshadow. It prevents creasing and helps the shadow stay on longer.

the base and or primmer if you put it on second will take away from the color of the eyeshadow making it look crappy or not to its best.

Because If you put eyeshadow first then the cover up will just cover over top the eye shadow and it wont look very nice .
