i don't think there would be a problem with it if you did. check the box to see for sure.
you could put mascara on them if you had another color than black and wanted to make something like this

I wouldn't. You shouldn't need mascara on them if they're fake.
There's no rule saying you can't though, unless it definitely states it on the instructions of the specific ones you have.

I don't think it's necessary to do so. Fake eyelashes can damage your natural ones also.
