That is, you can change your adult / elder Sim back into a teen and then send that Sim to college.
Here's how you do it:
(WARNING: Do the following at your own risk. This is a cheat intended for the game's developers to test the game, and it can mess things up. At the very least, any marriages or romantic relationships will be ended if you change your adult Sim into a teen. Careers will also be gone.)
Open the game, press Ctrl + Shift + C, then type "boolProp testingcheatsenabled true" (without the quotation marks).
Now click on your target Sim while holding down the Shift button. There should be an option for you to change the Sim's age somewhere in the pie menu. Use that to change the Sim into a teenager.
You can now send your rejuvenated Sim to college.
The aforementioned code also allows you to do all sorts of other things. Feel free to explore at your own risk.
I recommend making a back up your game by making a copy of the game files, which are located in the "EA Games" folder under "My Documents". That way, if anything goes wrong, you can restore your original game by overwriting the aforementioned folder with your backup copy.
