You can create the webpages yourself by learning HTML, CSS, and (optionally) Javascript. Complete these guides in the order listed to learn the basics of them:

After you finish those guides, you can ask me any specific questions you might have.

Alternatively, you can use a WYSIWYG editor, similar to MS Frontpage. Here's a list:
