A cousin would have to petition for custody
and your mom would have to be proven unfit.
UNLESS, you mom agreed to it.

By the time you are of age to go to college
you shouldn't need a guardian anyway.

When you are 12 and older you can chose who you want to live with. you say your mother has custody it shouldn't matter if she dose or doesn't when you reach a certain age (it's different for all states) you can chose who you want ot live with. easy as that, but there might be some issuse in court to take place in this moving but the law states that when you hit that age you can live with however you want.
