Go to a mall and browse. I've been searching for dresses for my wedding and I've visited many, many sites and I haven't seen anything like that.. or even in that color. You will probably have to go out and look since they have more variety in the actual store. Thrift stores are also good because it's not all vintage anyway, you can find some great recent things since people donate the items, you just have to be there at the right time. I'm going to go out browsing for dresses and if I find anything similar, I'll let you know what store!

You could always check out Ebay!

Shop various dress stores. Check out malls, especially those with a David's Bridal. Also, you could go to a small dress shop. There's one in my town that can custom-tailor or even make a dress from just a picture or idea.

Also, you could look at a thrift store for old prom dresses and the like. Or someone who's good with a needle and thread could make it for you.
