What is a really good photoshop program that doesn't cost much money?

Photofiltre is really good, it does a lot of stuff photoshop does and it 10 times easy to manage!

OH! I go to www.picnik.com
its sooo much fun and absolutely free.
It works best on a newer computer though.
You dont have to download it or anything but you can do blemish touchups, teeth whitening, add borders, crops, all kinds of special effects, and TEXT! "O
im absolutely in love with it.
