"15k" does not refer to the dimensions of the image. It's the space the image takes up on your hard drive, in bytes. Your picture must be under 15 kilobytes(15360 bytes) to be uploaded directly to Advicenators. You can see the size of any file by right clicking it and going to "properties". "Size" is the real size, you can ignore "size on disk".
You've probably been editing the picture in MS Paint, which saves images in BMP format. This is a very large format. You need a compressed format like JPEG or PNG.
Use Irfanview to convert to JPEG(if it's a picture from a camera) or PNG(if it's anything else, such as a drawing). Download:

You convert by opening the image in Irfanview and then going to File -> Save as... Then choose the type in the bottom dropdown.
Or you can upload it somewhere else, like lauraxomichelle suggests. ]
What I did when the picture I wanted didn't work, I went on Photoshop or Adobe and changed it up. Then I saved it as a jpg. It worked. So maybe you could give that a shot. ]
It's a lot easier to upload your picture on www.tinypic.com, and then put a link to it as "URL of a picture of you"
That way your picture can be almost any size you want and you don't have to worry about file sizes or anything. :] ]
