If someone (female) bent over and I could see about an inch of their... crack I guess, does that mean they probably weren't wearing any underwear?

No, because sometimes if someone's pants fit weird and they bend over, the undies go down with the pants. It's nothing really "provocative", they just need to find a belt or pants that fit.

Not always. Perhaps the pants were too big and came down with their trousers as they bent over, or maybe they were small and didn't fully cover the area.
If they weren't wearing jeans you might be able to see an outline, depending on the underwear they're wearing. but I wouldn't advise you to stare ;)

Not necessarily. It could mean they're wearing low-rise underwear that don't show when they're wearing low-rise pants. But if you really want to know, I guess you could ask! Haha!

Could mean that I suppose. Could also just mean that they may have been wearing just regular underwear which could have been pulled down with the pants. Or they could have been wearing some odd low riding thong or something for all I know. Look for colour differences next time and see if you can see anything.
