It's actually called a "sea section", and it's a section of the sea you can buy and claim as your own. If a ship passes over it they must pay you a charge. ]
I think you are talking about when there are complications with getting a baby out vaginally so they need to cut the baby out of the mother. Its a Cesarian (sp?) section I believe, I was one. Normally the baby is too big to come out of the vaginal canal. In other cases, the parent has an STD that may truly harm a vaginally birthed child.
Google it, and you'll probably find out more details if you want. Thats all I know on my own. ]
