Usually you can buy a kit that has a program and usb cord to access stuff thats on your phone on your computer when you plug it in. You can create and add your own ringtones (free), upload pictures to your computer, etc.. The kit itself may be a tad expensive, but it's worth it in the long run. Look up "LG Chocolate Phone Tools" and see what is out there to purchase.

Good luck :)

Have you tried phonezoo.com? You can upload a song and choose which part will be the ringtone. I use it and my ringtones usually arrive within a few hours.
