i have 2 parakeets & they are shreding up
paper like crazy and putting it in a pile
with seed does this mean they are makeing a nest?
I REALLY NEED TO KNOW ASAP.

But to get to your question.. No they are not making a nest parakeets breed in colonies so you would have to have at least 8 for them to breed. What they are doing it seems they are sexually mature but they will not breed. If they lay eggs (which is very common) just throw them away the male will not fertilize them.
