whats the difference between english subtitles on dvds and english subtitles for the hearing impaired?

Subtitles for the hearing impaired also called Closed captioning is actually a transcript, so it will say (door closing) or song plays--somewhere over the rainbow)
But in subtitles for dvd it just says the words it doesnt show the actions taken that result in noise, that a hearing impaired person wouldnt hear.
