Rinsing your hair with cold/cool water forces the cuticles to close, locking in moisture. Whenever the cuticle is closed, it lies flat, so it reflects the light and looks shiny. This also tends to make hair less frizzy and feel smoother.
Blasting with cold air after blow-drying has a similar effect, and most dryers now have a cold setting for this purpose.
Much of the shine that makes healthy hair so attractive is due to the cuticle. Healthy, intact cuticle cells are smooth, glossy, and reflect light. It's important to keep some moisture in so the hair doesn't become dry and brittle, breaking off easily.
With that being said, it's best to wash your hair with shampoo in warm (opens cuticle) water and rinse in cool (closes cuticle) water. ]
