Slitting your wrists is generally a very bad cut--usually resulting in death. Cutting yourself without blood would be more of scratching yourself more than anything else.
Contrary to popular belief, cutters do not ALWAYS cut for blood. If someone is just scratching themselves, it should still be considered a problem. It all causes the same endorphins to be released, and generally gets the same reaction--something like a high, fear, releasing pain, etc.
If someone is doing this, make sure you find them some help.

Slitting your wrists is defined more as an clear act of suicide, but cutting is the beginning. I don't think there is a way to cut without bleeding though, because most people cut for the blood. I guess it could be considered slitting your wrists if looked at closely.

Hope I Helped.

But even if there was no blood, it still is slitting your wrists.
