when sending snail mail, is it mandatory to put a return address? if the mail doesnt go through and theres address to return it to, where does it go? to the dead letters office?

Why? Because, now all things are taking in precautions after Sept. 11th.
Before, all mail did not necessarily require a return mailing address.
But things have changed, and everything that seems suspicious would be thoroughly inspected.
To answer your question, yes, its mandatory for all mails being sent around the globe, have a returning mailing address.
No, mail without returning addresses are considered to be disposed. They can't return it back to the sender, because there's no sender's address.
