Well, if you like him/her just tell that person how you feel and hopefully they return the gesture. [Make sure you mention that even if he/she doesn't feel that way about you, that you still want to remain best friends because you never know what my evolve from that relationship later on.]

well first off does your best friend know you like them ? if not you should start dropping hints . if your ready to tell them you like them
you should tell them no matter how he feels you still want to be friends that will make the situation a lot easier .
