ok..im pretty skinny, but my arms are really fat! the top part by the shoulder on the bottom (hope you know what i mean) how can i get this away?? (please no huge muscle kind of thing thanks)

I assume you mean your triceps.
This part of the arm is almost always ignored. The best way to tone this up and not look like a muscle freak...nothing wrong with that BTW! :D is to start by doing close grip bench presses and working out on a parallel bar by using your own body weight. If that proves to difficult use the close hand/grip bench press with as much weight as you can stand, GET A SPOTTER! You can still use the press to tone besides build mass. As much as 10Lbs of weight could be enough. Although I admit I am a weightlifter and into building bulk not so much as I am a toner. You can Google those exercise to find out how to properly execute them or else I could show you personally but that is WAY to difficult. :D LOL
