If you're having a HUGE party (or at least bigger than your average birthday party) a store like BJ's or Sam's could actually be a better deal. You can get packs of a couple hundred plates & cups at a time. To save money on the membership, find someone who already has one & go shopping with them. Otherwise you have to get a shopping pass, and pay an extra 10%.
Also, try www.orientaltrading.com for decorations & such.

We had a really tight budget at our dorms, so we got everything we needed at the dollar store, and it wasn't lame either. All the disposables were easy to find. I'm not sure what decorations you are looking for, but I'm sure if they don't have what you need, you could still be creative and use what they've got.
