orphans answered Friday December 28 2007, 1:19 pm: most liekly not with just a signature. normally they have to take you in and sign the paper THERE. otherwise you could just easily forge it!
also, some parlors dont even do it to minors... but it all depends on the tattoo parlor. so call and do research about where your gonna get it first, and normally the tattoo parlors also have websites, in which they give contact info (either a phone # and/or email)
