According to a BMI calculator, at 5'2 and weighing only 70 pounds, said girl would have a BMI of 12.8- 18.5 is the bottom number for healthy weight. 12.8 is underweight and unhealthy.
"A BMI of less than 18.5 is considered underweight. You may not be getting enough of the right foods. This can lead to a weakened immune system, fragile bones, and other health problems."

In my opinion, the girl you speak of has a problem and she needs to seek medical attention. She may not have Anorexia Nervosa, but could be suffering from Bulimia, another, similar eating disorder.

Even if she doesn't have either disorder, she may have some other medical problem causing her to be so dangerously underweight. She needs to see a doctor right away.
