There is no possible way of knowing from just that. but if a guy makes excuses to touch you randomly like that, it's probable. Look out for more signs. :)

I'd think if a guy touches you, in a caring manner like that, it means he has some sort of feelings for you.
Your best bet is to ask him, though.
