My photoshop clone brush is working at 50% opacity will not

Hello All,

My Photoshop Clone Brush is working at only 50% opacity. No matter what I have done, checked out preferences & reinstalled the program my Clone Brush only stays at 50% opacity. I can not get it to paint 100% opacity. Does anyone know how to fix this?

Please state which version of photoshop you're using. The place settings are changed vary in a few versions. I'll check back in a day, and modify my answer if you've added what version of PS you're using.
