program photo editing

i need a free program that is for photo editing. a really good one too. if you know of any please tell me and remember they have to be free and not illegal. also include the website i get it from.

Picasa is honestly really amazing for a free photo editor, you can download it at google.com if you type in Picasa. Completely free.
I also recommend editing pictures on online websites, for example www.pixenate.com or www.lunapic.com
