The same thing happened to me. I make sure it's dry before blinking my eyes. I use a little piece of tissue to make sure it's dry. I hope I could help.

when putting on liquid eyeliner, keep your eye closed for as long as possible. wipe off any excess, and maybe use a q-tip to cover it with black eyeshadow. itll absorb into the liqiud and make it less likely to smudge.

When I first started using it, the same thing happened to me. Then I realized I put far too much on. Take off the excess before applying and it will dry lots quicker. Also, shut your eyes for about a minute after putting it on, so it won't go everywhere else when you blink :P
