My bgf and i like each other and want to date but he can't because of a rule at a Teen Help center where he works. Well he kissed me on Sunday and wants to start acting like a couple just without commitment. But if he's not going to commit to me idk if it's a good thing to ac like were together. I mean we could still be really good friends without being all couplish, right? Yeah so what do you think I should do? My 1 friend thinks should try it to see if when we can have a relationshipmif i would want to but my other friend says NO, wait until you can actually have a real relationship. What do you think??? Thanks so much and i rate! :D

You are right that it isn't a good thing for you to act like a couple if you can't be a couple. To act like a dating couple is still considered to be breaking the rule of not being able to date.
By all means, continue with your friendship, but until he can take it a step further, a friendly relationship is all it should be.
