If your page is private, only your friends will be able to tell by looking at your groups. If your page is not private, anyone who looks at your page, and then looks at your groups can tell. ]
No, not directly. People can browse through the members of their network and each network has a number count of how many people are in it, but no one's notified when new people join. :) ]
Like do you mean does it send them emails and say "Sally Sweetcheeks [or] Hubert Hunkmuffin has joined your network!"? No- this doesn't happen. If they visit your page- they will be able to tell your network if you post in a group that is global- people will be able to see your network.
