You'd stand out in a bright color like this:

Or if you want something kinda fancy-ish:

and shoes...you can wear anything from heels to flip flops.

i dont know how extravagant your party is, but for more ideas you can watch MY SUPER SWEET 16 for outfit ideas.
it also depends on the theme, if its just casual, the above dresses would be super cute! if you have a planned theme, tell me in my inbox, and ill come up with more ideas. i hope your party is awesomee.

EDIT:
jcpenny.com

You can still be casual wearing heels or a dress, like a summer dress or a print dress or a cute skirt. Find a cute top and pair it with jeans and heels. That's not formal. Heels can be formal or informal, depending what you're wearing them with. They definitely make your legs and butt look better and you wanted to dress to kill. Or wear wedges.

Here is an example outfit:

Sweet 16's are hard to plan for. I went through alot of them thought like my neighbors and stuff. They were all dressy though so I know quite th oppoaite. If it is very casual you could do skinny jeans, flip flops, and a pretty blouse similar to a dress but not.
