Learn HTML
Design a website
Find a webhost
Upload your website to the host
Tell people the domain they give you, or get your own domain. TLD(like .com) always cost money. ccTLD(like .to) usually cost money, but some are free. You can get a .theymos.com domain by going to theymos.com.
