black and white, and color?

is there a free program where you can make part of a photo black and white, but make something(for example your shirt) stay in color?

Yeah. You have to take the picture, make the whole thing black and white, then melt colourful skittles on the parts you want to be colourful. Yeah. It totally works. I got kicked out of the house for it. *thumbs up*

I personally have never used it, but I know several people who have and they have no problems with it.
