I think it doesn't work for the people who don't buy the $70 set. It comes with a CD that tells you HOW to apply it. So I followed that and came out with great results. It's not much to put on your face and it still covers flaws, evens skin tone pretty well.
You can go to the Bare Escentuals store in a mall.

Qvc always has specials on their makeup. and they always have really cute bags and stuff, that have really great colors in them. sorry, i don't really know any other stores besides Sephora, and there might be a Qvc store around you, in a mall maybe. i think if you are considering trying this makeup, you should. it is a bit pricy sometimes but it works great. hope i helped some!! if you have any other questions, you can ask me! good luck! It's really natural looking and there are a ton of different shades to choose from to match your skin tone. The one disadvantage is that it sometimes runs a little bit pricey. But, for a plus it has sun protection. It usually lasts all day for me. Another disadvantage might be that it isn't sold at that many locations; I know they sell it at Ulta, sephora, nordstrom, and macy's. and there are Bare Minerals stores in some locations. Here is the link to the website and the link to the store locations...
