That's the lower lumbar region.

Rows, Deadlifts and Hyperextenions work that area well.

it's a muscle, to tone your back listen closely.

upper back:
lay on your stomach
outstretch your arms so you look like

.............|
.........---|---
.............|
............/

then raise your arms, do 15, and repeat 3 times.
make it harder with weights in your hands.

lower back:
lay on your stomach
make yourself look like a tooth pick like so

........... | /
............|/
.............|
............| |
............| |

now try and lift your thigh over your butt.
your going to get about half way.
repeat again 15 times or how ever many times you can 3 times.
make it harder with ankle weights.

what else helps the v?
pull ups.
i don't know if you have a pull up bar, but if you do hold your hands forwards so the palm is facing away from you and your knuckles are towards you. then pull yourself up, do it as many times as you can, you guessed, 3 times.

the v is one of the hardest things for anyone to get, you must cut out almost all bad fat, and do a lot of cardio.

make sure to tone your abs and go for an occasional 20 min run.

if your persistant, you will have a v in a matter of weeks depending on your current build.

drink plenty of water, eat your fruit and vegies, and good luck

Rowing exercises strengthen your lower back.
Many gyms have rowing machines. It is an awkward machine and an awkward exercise, but it does work. You may be able to simulate the exercise at home. Maybe with those large elastics bands that are used for exercise. Look up rowing exercise on google and you will find more information about it.
