I really think in all states with a permit you have to be driving with someone over 18. It might be 21, not sure though. It doesn't matter where your going either. Notes aren't acceptable to the police.

You need to have a permit. That's why it's a permit and not a license. Wait 6 months and get your license before driving to school.
