it also depends on the type of modeling your thinking about, your about 3in too short to do runway, and you might not be curvy enuff for like victorias secret or sports illustrated type modeling, but you could do ones for clothing on websites and stuff...
On the site above is some modeling agencys near, you should send a 'portfolio' of pictures of yourself, makes sure in atleast one of them they can see your whole body, and also include your measurements in inches...good luck :) [ haleys411's advice column | Ask haleys411 A Question ]

If you want to do it, then by all means do so.
Just because you are an A cup doesn't mean you don't qualify to be a model.

There is different companies who are going to employ all different looking people to model their produce so no matter what you look like, as long as your confident in your body and how you look someone will hire you. When you watch models on a catwalk you don't see them hiding their body or getting shy you see them strutting their stuff with their heads high so just be confident! My sis who is 21 was walking around a mall when a model agent approached her and told her to maybe come by for a shooting. She didn't take up modelling but she did one modelling show and got about $500 from it. She told me that if you act confidently and as if this is totally natural to you then they love it.
