Well if your breasts are small, that's probably because you're severely underweight. Your BMI is 16.7. You should at least be 125 lbs at your height to be in the normal weight range. If you put on some healthy weight, you'd probably get bigger boobs.
As for guys: First of all, you're 15. Guys shouldn't be seeing your boobs anyways. Secondly, sillyrob is right. No matter what size they are, guys are just happy to see/touch them. But again, you're a little too young to be doing all that.
For most guys, as long as you have a handful, they're happy. They don't need double Ds to be satisfied.

Most guys talk about how big boobs are all the rage, but in all honesty guys will be like, "omg boobs lolz," and it doesn't matter how big/small they are. Anyways, you're 15, why does it matter?
