Shimmering lotion means that it will make your skin basically shimmer; shiny, glitterly, sparkly.

The shimmering lotion is the same, but it does more.
It adds a shimmer to your skin. The tanning lotion will just make you darker. But the shimmering will make you shimmery, sparkly, and darker :]
