So I have a pretty small upper half and huge hips and thighs.
I need something that will shrink my thighs and firm them. What kind of exercises can I do? And is there any product out there at helps with this specifically? Like a fitness program or pill or something?

I would not suggest using any kind of pill. Those are dangerous & not always effective. There are quite a few exercises you can do. If you target that area & do workouts, you should be able to lose weight. Here's a few websites-
