my bestfriend and i love eachother but we just wont date. we are really close. we kiss we hug we do everything. people think were dating but were not. is this bad? two bestfriends in love kissing as better than friends.

First of all, why won't you date? Does he not want to be tied down? Do you guys date OTHER people, or are you just making out with each other and that's it? If you're in love with one another, what's the problem in making it official?
I don't think it's inherently WRONG that you guys are friends with benefits, but you have to understand that people are going to think other things about you (in other words, some people might think you're a slut for making out with someone you're not dating, and they might think he's a player). If you guys don't have a problem with that, then it's fine in my opinion.
